Governance Structure

Passionate Leadership, Effective Management

VCS is governed by a volunteer Board, known as the “Management Committee”, consisting of individuals with diverse skills and a shared passion for making a positive impact in the community. Each member contributes their unique expertise to provide strong leadership and ensure the organisation’s activities are effectively managed, all while staying true to VCS’s founding principles, mission, and values.

The Management Committee sets the strategic direction for VCS, defining core values and ethical standards. It ensures the availability of essential financial and human resources, establishes a comprehensive risk management framework, and regularly reviews organisational performance to meet the expectations of stakeholders.

Building Strength Through Collaboration

With extensive experience and strong leadership, Executive Director Mr. Andy Lam and Strategic Director Ms. Irene Low, supported by the management team, lead a staff of about 100 members in delivering VCS’ social services and implementing the policies set by the Management Committee. They report directly to the Management Committee, ensuring alignment with organisational goals and strategic direction.
