How to find financial assistance for elderly care in Singapore

When a parent or elderly family member needs more care than the family can manage alone, the financial implications can be significant. From home care services to day care centres to long-term residential care, the costs add up quickly — and many families in Singapore do not realise how much help is available to them.

The good news is that Singapore has a reasonably comprehensive ecosystem of financial assistance schemes for elderly care. The challenge is knowing where to look and how to navigate the application processes. This guide provides a practical starting point.

Understanding the landscape

Financial support for elderly care in Singapore comes from multiple sources: government schemes administered through agencies such as the Agency for Integrated Care (AIC), means-tested subsidies tied to household income, community-based programmes run by social service agencies, and charitable funds offered by organisations like Viriya Community Services.

The right combination of support depends on your family’s circumstances, the level of care required, and the specific needs of your elderly family member. A social worker can help map this out — more on that below.

Key schemes to be aware of

The following are among the most commonly accessed forms of financial support for elderly care in Singapore:

  • Medifund: A government endowment fund that helps Singapore citizens who are unable to afford their medical bills. It covers inpatient, outpatient, and day rehabilitation services at subsidised healthcare institutions.
  • ElderFund: A cash assistance scheme for severely disabled, low-income Singaporeans aged 30 and above who are unable to work. Provides up to $250 per month.
  • Home caregiving grant: A monthly cash grant of up to $600 for caregivers of seniors who require permanent assistance with daily activities and live in the community rather than a care facility.
  • Seniors’ Mobility and Enabling Fund (SMEFund): Helps seniors with disabilities purchase assistive devices, fund home modifications, and access transport subsidies.
  • Community Health Assist Scheme (CHAS): Subsidises outpatient treatment at participating GP and dental clinics for eligible Singapore citizens, including seniors with chronic conditions.
  • Viriya Elderly Medical Programme (VEMP): Viriya’s own programme provides monthly financial support to seniors with chronic illnesses, covering expenses such as transport, consumables, and treatment not covered by other schemes.

Eligibility and means testing

Most government schemes use a means-testing framework based on gross monthly per capita household income. For many programmes, households with a per capita income of $690 to $800 and below qualify for assistance. Singapore citizenship or permanent residency is typically required.

It is worth noting that eligibility criteria differ between schemes, and some have additional requirements around medical condition, disability level, or living situation. This is where professional guidance makes a real difference.

How a social worker can help

Navigating multiple schemes, eligibility criteria, and application processes is genuinely complex — especially when you are already managing the demands of caregiving. Social workers at community agencies like Viriya Community Services are trained to assess your family’s situation holistically and identify the most relevant sources of support.

They can help with:

  • Conducting a financial and care needs assessment
  • Identifying applicable schemes based on your specific circumstances
  • Assisting with application processes and documentation
  • Linking your family to other community resources beyond financial assistance

You do not need to figure this out alone. That is precisely what social workers are there for.
